UK Local Authorities Intend to Sell Off Social Clubs and Sports Centres to Manage Finances

According to a latest survey of municipal councils, UK councils are preparing to sell community centers, athletic facilities, and retail spaces as they bet on a fire sale of assets to balance the books.

Increasing Financial Challenges Prompt Asset Sales

A coalition of councils for second-tier cities in the UK stated that six out of ten of councils are planning to dispose of properties to meet the escalating costs of social services for vulnerable individuals.

Councils have previously faced criticism for selling public land and open spaces to support their budgets, but they argue they must continue to raise vital cash from property disposals or declare themselves bankrupt.

This coalition said that a high proportion of councils attempting to generate funds from a fire sale of assets represented “a clear change from 2024, when the majority (60%) of municipal officials said they would focus on restructuring services and using savings to weather growing financial challenges.”

Detailed Cases of Planned Disposals

One local authority in Kent announced its asset disposal plan featured the disposal of a retail complex in Rainham and a community venue in another town to generate £20m over five years.

  • Gillingham golf club and business parks owned in two English counties, which all provide rental income for the authority, will also be disposed of under the strategy.

Council Tax Rises and Wider Financial Pressures

The survey of councils in the key cities group, which includes Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of authorities will have to raise local levies next spring to cover the rising cost of essential services, higher levels of housing insecurity, and a longstanding housing shortage.

Medway council explained it will press ahead with asset sales after steep rises in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are taking innovative approaches but some of these take time to deliver both improved services and cost efficiency,” stated a council leader.

He added: “There are population challenges which will continue to increase the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

National Trends and Forecasts

A survey of regional authorities recently further found council budgets being stretched by the increasing figures of children and adults requiring special educational assistance.

The County Councils Network said that local shortfalls will reach £4.4bn a year by the end of the decade, as they struggle to cope with increased demand.

Government officials have put off planned reforms to the special educational needs framework until the coming year after a policy document outlining those changes has been postponed.

Deprivation and Funding Gaps

Based on the most recent indices of deprivation (IMD) for English councils, many key cities members were among the most deprived in England.

  • “Participating urban centers like several major towns rank in the most deprived 30 across the country under the 2025 IMD measures,” said the study.

“While only a single urban area is among the top 10 for disadvantaged communities countrywide, cities are far more likely to be in the most deprived fifth of England. The figures highlights the scale of difficulties facing municipal officials across major urban centers in the coming year,” the analysis added.

“Council officials have been clear about the necessity for a fair and sustainable funding system that accounts for and responds to the actual extent of disadvantage and demand,” said a council leader.

“Lacking this, councils will continue to face impossible choices around which essential services to fund, and which to reduce, to the disadvantage of their communities.”

A fifth of councils have cut or compromised care services in the past 12 months, the study revealed.
